From Handouts to Hope: A Community in Timor-Leste Takes Ownership of Its Future
For years, Jesuit Social Service (JSS) in Timor-Leste had been working tirelessly to support vulnerable communities. However, despite their best efforts, many people remained dependent on outside aid. Without long-term solutions, the cycle of poverty continued, and communities struggled to take ownership of their future.
One of the biggest challenges they faced was a mindset shaped by years of handouts—where families relied on external support rather than building sustainable solutions. This approach, while providing short-term relief, left people disempowered and without the tools they needed to create lasting change.
A Shift Toward Sustainability
Recognizing the need for a new approach, JSS partnered with Community Health Evangelism (CHE) to introduce a sustainable, community-driven model. CHE focuses on empowering local leaders, equipping families with practical skills, and fostering long-term transformation—not just meeting immediate needs.
The process began with vision casting and training sessions, where community members were challenged to rethink their role in their own development. Through small-group discussions and hands-on projects, they learned how to use locally available resources to improve their health, agriculture, and economic stability.
One of the key breakthroughs came when a group of women started a community savings and microenterprise initiative. Instead of waiting for outside funds, they pooled their own resources, providing small loans to each other to start businesses. Families began planting kitchen gardens, ensuring better nutrition and reducing dependency on imported food. Others learned how to build simple water filtration systems, giving them access to clean drinking water without relying on costly infrastructure.
Breaking the Cycle of Dependency
The impact has been remarkable. Families that once relied solely on aid now have a sense of ownership and dignity. Instead of waiting for outside help, community members are teaching each other new skills, from income generation to health education.
One of the local leaders shared, “Before, we always waited for help. Now, we are solving problems together. We see that we have the ability to change our own future.”
This shift in mindset—from helplessness to empowerment—is at the heart of CHE’s mission. Transformation isn’t just about providing resources; it’s about equipping people to take ownership of their lives.
